Have you issolated him, saddleback columnaris will be fluffy usually but it will run along the back coming down the sides to form a saddle appearance, that false ntd, for now i would try a bacterial med on the fish to make sure it isn't false ntd first.
I'm in the process of isolating him along with another in the 2.5 gallon since that is all I have but it's not fluffy it's faded out and almost see through. Should I still treat it at all?
Try a bacterial med first, this is the best approach just to make sure it isn't bacterial, then will go from there.

I have a problem. My parents won't let me get the medicine because they don't want me wasting money on medicine that will cost more than the fish costs itself(as they see it, they don't like me spending money on fish). Is there anything that I can do to maybe help. Maybe raise temperature and add salt? They still are acting fairly normal so maybe there just losing their color?
Now all my neons have the bleached out red strip and some of them it is going on the silver part of their body making that pale too. Should I separate the rest of the neons too?
Yes move them now, there not going to survive if it's ntd, plus don't want the other fish pecking on the dead bodies.

Now up to 3 months with all the fish, have you issolated all the neons now, any bleached out colours on the other fish as won't to make sure it not a parasite or bacteria infection, any other symtoms to go on with the neons, like laboured breathing or flicking and rubbing on objects.
Yes want to make sure it's not a parasite, any flicking and rubbing, are they all laboured breathing as it sounding like a parasite if they are, check stats as well as i wouldn't expect them all to be laboured breathing.
