ok well afishdude said neon tetras need 10g per fish now.

nobody can change the required tank size for a fish! if you would look at angelfish profiles online, like you should have before you bought them, you would no what size tank they need.

they changed that for the angels now the min is a 20 gal

Please grimmy, just do this one thing for me. When you say something, actually mean it. First you say i will get rid of 1 angel, 1 pleco, and 1 barb. A few posts later you say i am only going to get rid of 1 pleco. You also said you are moving so you cant upgrade, whats true and what not, should i completely ignore your posts because i dont know if you mean it? If you say something, do what you say, if you think you may not, put may in front of your sentence, it really is annoying.

is admin the leader of all fishes, is he god? If he says nurse sharks can go into 10 gallons does that make it right?

well admin or not no one makes the rules on whats the minimum tank size. Its common sense that creates the rule.

This does not sound like mating; this is territorial behaviour. Kissing is also a sign of fighting and establishing territory.

When my Paradise fish started mating, there was never any signs of lip locking. Has the male built a bubble nest?
