harlequin rasbora's don't produce a lot of waste. Generally speaking the larger the fish the more waste they produce although as with anything there are exceptions.
I think your probably right not to get neons in a new tank, they're not very hardy, however there are loads of other sorts of tetra's that are more hardy which may also appeal to you.

Well i'm actually still living in Dubai at the moment. But i am moving back to malaysia next month.
It sounds like i'm going to start with the harlequin rasboras... But only after i do the cycling and get some plants going.
I'm also thinking it's going to be much safer to under stock a 20G tank. Once the plants start to thrive and i don't have any huge algae problems i'll add the fish.
I'm sure my cats will be thrilled.
