do you mean a filter sponge? or a sponge filter? either way it's a yes because bacteria will live on it and convert your ammonia to nitrite then nitrate, but first you have to cycle the filter
 
Any filter designed to cultivate bacteria, if maintained properly, will "keep the bacteria in the tank". I mean, so long as there is a food source, namely ammonia from your fish, the bacteria aren't going anywhere. Don't take the filter media and run it under the sink or throw it out or let it dry out and the bacteria will be fine. But, that is the same advice whether it is a sponge or pad or anything.
