3ft long 15inchs high 1ft wide

the tank really needs to be about 18 inches tall for angels when they start to get bigger as they grow very big and very tall so need the extra height to move about, also 12 inches wide really isnt ideal as these can grow to 6 inches in size so again not much room. i think they may well end up stunted in a tank this size....
if you but small angels and put them with neons of a decent size then they will be too big to eat to begin with so as the angel grows it may well get used to living with them.

true but the op states "some angels"..... my angels are not fully grown yet and are very tall, so i would recommend a taller tank than 15 inches. all we can do is advise.....
