I have found a tank for sale for £35 (about $70)

It comes with 2 lights in the lid, pump and gravel.

The dimensions are 40" x 16" x 16"

which works out to be 160L (or 35 gallons)

Obviously it needs a heater and i'm sure i will need a new filter, but I was wondering if anyone could suggest a good quality, cheap filter and heater?

Oh it comes with a Fluval 3.

I thought this might just be a goldfish pump but I found a website which says it is tropical.

Although I'm not sure it would suit 2" fish, and maybe there is goldfish bacteria on it. I don't know, but I'm not sure I want to use it for my fish. :)

try www.warehouse-aquatics.co.uk really less expensive  i have fluval 3 in one of my tanks its fine and does a good job.and even after goldfish it will be fine, tho you may need to replace the sponges and cycle the tank again

Goldfish are the classical method of cycling a tank. Back in the day it was goldfish because they were cheap then throw them away after a month or so and stock with the desired fish. It sounds very hard hearted but it worked. You can do a routine cleaning on the filter and you get to start out already cycled. That's not a bad deal at all. Just don't let your bacteria die before you get everything else sorted. The heater you want would be about 150W for a tank that size.
