It depends on the tank size which will determine what you could house. It will also determine on the personality of the fish. You could try adding one ghost shrimp, and wait a week, and if you still have the shrimp, then I would say that you could have some ghost shrimp. But when the shrimp breed, then the dwarf cichlid will eat the babies.

I never had issues with german blue rams. They left my cherry shrimp alone, and the shrimp population had no problem increasing. The main thing its that the shrimp have enough plants to hide in, java moss is really good for this. A hidden baby shrimp will survive, a exposed one will get eaten.
