From my reading I also believe this is true. The water-born heterotrophs multiply at an extremely high rate, producing the visible milk cloudiness seen in a bloom and they will be converting organics to ammonia at a high rate, always spiking ammonia to some extent whether you happen to catch it with your tests or not, depending on the size of your autotrophic populations.
