On my new aquarium it has a spray bar filter with two outlets and I have the fall of water about 2" above the water line which makes it very noisy could i increase the water level to make the outlets below water or wont that work?
Please advise.

It's fine to have the outlets under the water level. If possible, try aiming the current so that it disturbs the water surface - this increases the water's surface area and dramatically increases oxygen exchange which will be of benefit to your fish.
 
I never understand why people do that. My friend did it and then complained about noise too. Not suprising really!

Anything within an inch below the surface will be fine. As long as it ripple the surface for oxygen exchange then you will be laughing! :)
