Water changes

and .2 would not be considered a big enough change in the ph to cause any problems or to be worried about?

Yeah theres one place I know of here that does daily 25% water changes on all of their tanks. They are on an automatic water system though so it's quite easy.
 
If it's an additive to the water (water companies do this becuase acidic water would corrode the pipes) then I would imagine that over time it drops - like adding chemical pH adjusters to your tank water, only instead the water company has added it to your tap water.
I would try to leave the water to stand overnight, e.g. in a bucket, so the chemicals used to increase pH by the water company can dissipate before you add the water to the tank, preferably with an air stome in the bucket to speed the process along.
The pH scale is logarithmic, so a change is not one point, it's 10 points. However, I agree that 0.2 shouldn't stress otherwise happy fish - it's just a less-than-ideal factor which if there were other problems could "tip the balance" IMO.
