Twin Spot Puffer Fish Not Eating

i bought a twin spot puffer ages ago but brought him home friday
now by accident my tank had so much ammonia,nitrite and nitrate in it,it was sort of choking him to death
my boyfriend moved him into his tank with nothing in it and now hes back to life and old self again
BUT
he doesnt seem to want to eat his mussel.i feed him fresh defrosted whole mussels and he doesnt want to eat it
someone please help me im seriously worried

How many gallons or litres is the tank.
What are your water stats in ammonia, nitrite, nitrate, and ph.
bad water quality takes it's toll on fish.

in the my tank he was in a 60 litre,now hes in my boyfriends tank hes in a 200 litre
i checked ammonia,nitrite and nitrate and ph last night,there all fine
yh i know,i think this is deffinatly my wake up call

How long has he been in the bigger tank.
