Yes, a quick search says this appears to be another bacteria in a bottle product. Hebman, one of the most popular aspects of our "Your New Freshwater Tank" (used to be called "New to the Hobby") subforum of TFF is helping newcomers cope with the dying fish and other problems they've had after believing a fish shop story that products such as this would "instantly cycle" or "cycle in only 3 days" their new tank.
There indeed are two specific species of rather odd bacteria that constitute the main magic of the "biofilter" that is central to the hobby, but these bacteria (unlike many, many other bacteria) are very slow growers. On average, for typical hobbyist aquariums and situations, it takes between 3 weeks to over 2 months to grow them to sufficient colony sizes to support a full tank of fish.
Our forum is all about using this couple of months to not only help people with this bacterial growing process but to also help them with other tank startup issues and the planning of a fish stocking list and with the learning of good maintenance habits that they'll need after the get fish.
