Have you noticed any dead snails or many empty shells?
The agitation and odd bit of scraping sound all too familiar.
I've just had a look at the video - if I'm accurately seeing the speed he's moving at, I'd worry.
That's good observation - the unusual speed and type of movements your fish may show when distressed are often the first sign you see of a problem.
You said it was more of a twitching...
Does the flicking not happen that often, but sometimes seem to be an oddly long, careful scraping, rather than a short, fast flicking?
Edit: just thought I'd mention, as somebody made a typo earlier saying 80 degrees, where many of us keep betta temps anyway, would keep ich at bay, that temps from 82-84 (some say 86, actually) have been recommended by some to reduce the reproduction of ich, but there are heat-resistant types becoming common, so increased heat even to 86 degrees without salt/meds may do nothing but encourage worsening infection.
