The filter gunk moves. Help@

What is this? I thought that the filter just got dirty. Till i realized the"dirt" moves. I used the magnifier and it's something living for sure. It's a small 1.5 gallon tank with just a few blue dream shrimp. I know one was berried but i thought the babies would be at least a little bigger and these things seem to have round butts instead of tails. Please help. It wouldn't let me upload a video which makes them easier to see when they all moving. But i took the best pics i could.
