I have 2 neon tetras and i dont know if there male or female, how do i find out??

You really can't, unless you spawn them. Also, you should be keeping at least 6 in a group, because they are schooling species.

Dosent a male have a straight blue line and a female has a kink in the blue line about 3/4 or halfway down her body?

Just looked up more information and you are right, the female's rounder belly can create the illusion of a bent line. Not easy to see, but possible.
