Tank Re-organise

I'm slowly collecting a load of items for my tank re-do.

I am going to be adding plants & new driftwood whilst aquascaping.

Now, I've already had my tank running for a while and have a small 30ltr tank that is used for QT purposes.

I'm thinking that I do this....
1) Move fish into QT tank
2) Lower water level so that I can work in the tank
3) Put new stuff in
4) Fill it up
5) Put fish back in

Now I'm unsure if I'm going to replace the gravel or not as I'm planting. But either way, is what I outlined ok?

I'm a little concerned that whilst the water levels are low, the bacteria will start dying in my filer. Should I remove the sponges and put them in a bucket of water from the aquarium?

Advice would be appreciated.

Just want to limit the fish's stress levels.
 
I did almost the same a few weeks ago.

I kept my filter sat in a bucket of water from the tank to be on the safe side , and every thing worked out well.
