Suggestions For My Little 17L Tank

hi, im new to all this and am thinking of what fish will be suitable for my tank, iv been reading so much info and am now really stuck as to what to get i have quite a fast flowing filter and only really want 1 or 2 fish in there, but i want something a bit different (an oddball?)

what would you suggest ?

Shrimp? (I know you said fish...) Betta?

with a betta will it matter that the filter is strong?

and i think i will defently be geting a couple of shrimp - what do they eat?
