Hi!
One of my neons seems to not be doing so well. It is pale, slow, has some flecks on it, and has an enlarged stomach.Iā€™m not sure what it is.

Pale to yellow discoloration in neons often means Neon Tetra Disease. I believe that there is no known cure and affected fish most often die.
 
It could be a muscle wasting disease or a bacterial infection, or poor water quality. I need a clear picture to be more definitive.

Check your water quality for ammonia, nitrite, nitrate and pH.

Do a 75% water change and gravel clean the substrate. Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

The following link has some info on what to do if your fish gets sick. It's long and boring but worth knowing. I recommend printing it out and reading it in bed to help fall asleep.
