Stocking Plan For Small Tank?

Just setting up my 2nd tank.

It is 25 litres and will have sand substrate and live plants.

At the moment I was hoping to have....

10 Harlequin Rasbora
6 Pygmy Corydoras

Is this too much or could I add a centrepiece fish/es? I was thinking of 1 Male Betta or a pair of Dwarf Gourami?

I also wondered if Shrimp were an option?

Harlequin Rasboras will be much to big for a tank this size, however, anything from the Boraras (micro Rasbora's) would be fine, a group of 10 Micro Rasbora's and 6 Pygmy Cory's would be fine, I wouldn't add anything else however.

Ember Tetra's, Green Neon Tetra's Sparkling Gourami's to name a few.

What about Black Neon Tetras?
