I think you should add the tetras in a group. Lest they be lonely and depressed! Furthermore they're small and may be frightened by the other fish in the tank.

Adding only 2 barbs will cause them to be nippy (for mine they nipped amongst themselves) and aggressive. So it's better to add them in a group as well.

So, it IS best to just added each type all at once.

For the well-being of the fish, I guess so! But N0body Of The Goat is right in a sense you don't want to overload your bacteria. I would do frequent water changes to be on the safe side

Well right now, I'm adding more and more NH3 just to see how much the tank can deal with and how fast.
Hopefully, doing this, the tank will have a big enough colony to support the bigger amounts without a NH3 spike, like the tetra, barbs, guppys. Since they need to be added at once.
