Kinda reminds me of an advert i saw in a store once. "Buy this cardboard box and get a free 50 inch plasma HDTV inside, only £3000". Ok fair enough... But its all just a bit ar$e about face... 
Its a stupid gimmick that you should catch onto if youre not a dunce. If hes willing to employ these kind of selling techniques, who knows wat his next move would be... "Aw you rung my bell, thats an extra £5 for electricity"... Anyhow, if you dont like it - dont bid! Better than reporting him i suppose. He can shove it
