I've just cleared some sand from my tank and found these in it - snails or fish eggs?

Not eggs, that's Osmocote fertilizer pellets...you must have had plant fertilizer root capsules in the tank at some point, that contained Osmocote fertilizer...the capsules dissolve, the fert pellets become scattered
