Small Green Fleas

Hi - I'm a relative newbie to tropical fish. I bought some plants for the tank and think I may have transported some small (less than 1mm long) green fleas that live on top of the water, edge of the water/tank and 'hop around' when disturbed. I've cleaned the tank out thoroughly (I know it's a risk to the fish but I needed to get rid of these insects) but they're back, so I guess they must have laid eggs in the gravel and I didn't do a thorough enough cleaning job. I'm not sure what these insects are living off?

Does anyone know what these insects are and how to get rid of them - is there a chemical that I can use which won't harm the fish (Plecs x 2, Parrot x 3, Tiger x2, and a few smaller fish).

In general if they are at the surface of the water then the fish would think they are food and eat them. Once you've fed them do your fish sieve through the gravel for any food that may have fallen down? This, im sure, would stir up the eggs and they would get eaten.

So eventually they might get all eaten. Other than that there is no advice I can give you.
