Silicone won't dry

Hello...so recently got a used tank and it holds water fine ect but for added peace of mind I decided to run a bead of silicone over the old.. well Idk if that was a HUGE mistake or not but either way it's been a couple weeks now and its still sticky to the touch..it won't come off just sticky...is this normal or not??

what silicon did you use?

Loctite 100% silicone I made sure it was aquarium safe
