I would recommend 2 males and 3 females.
I think he recomends 8 to sell more (im cynical, sue me).
As for set up: remeber that 3 shells per fish is a good ratio but you can never have to many. A few rocks to divide up territory is a good idea as well.
When he says he has 20 im pretty sure a lot of them are fry/juveniles.
Someday i want a big tang community with like 15 multificatus and other tanganyikan cichlids. When in a large tank (and with bigger fish around them) these shellies build a colony they defend together. Thus they make up for their lack of size with their great numbers.
If you think 5 is a small number you can relax. If you give them good conditions they WILL breed.
