None of us in the UK are likely to be able to help you find a USA based cutter, but there should surely be a cutter nearby, or a business that would use one. Local window glazing/fitting company? Call a few and see what they know 
You could sand it with sandpaper of course, but you'll be 6feet under before fish go in, that why glass is cut with diamond, its the only thing sharp enough and hard enough to cut it, apart from water at ridiculously high pressures, or a laser, neither of which are normally found in ones garage!
