IMO i wouldn't go for Black Neons as they grow quite large and they prefer to be in larger groups.

Panda corys on the other hand are a good idea.

If you have soft water, ember tetras look gorgeous. There are also some very good-looking tiny rasboras. Hard water would be good for some tiny livebearers- endlers or heterandria formosa, if you can get them.
Peacock gobies are another nice-looking species.
