Red Spots Above Eyes?

Recently I've noticed Skylar has a red dot on the top of each eye. I'm not sure if this is some red wash coming though, or what. Anyone heard of this? He's acting happy as usual, just looks a little strange.
 
OK I don't want to panick you here. Photos would help of course.

Bettas can get a condition called hole in the head. I'm not saying thats what it is and it may just be colouring. Google hole head bettas and have a little read.....
 
These dots aren't on his head, they are on his eyes. And they seem to stick out a bit. I wish I could get pictures, I've tried. But with his eyes being black, and the dots are a dark red, they just don't come out in the photo.
 
White flecks on the eye can be eye flukes, but never heard of red dots, do the red dots look like blood spots.
 
Make sure the fish isn't flicking and rubbing first, but it sounds bacterial at the moment, can you post water stats in ammonia,nitrite,nitrate,and ph.I would medicate with maracyn 2.

It doesn't seem to be bothering him at all, acting completely normal. I don't have a testing kit at the moment, I do water changes about every other day or so, and have never had a problem with my water.... I declorinate everytime and add some salt.
