Raising Up One Side Of Tank With Substrate

Hi all,
I want to raise the one side of tank 6 to 8 inches with rock holding in the substrate and then plant it with mosses,
how would you do it?
is it ok to do this with just sand,
or would it be better to first put a plant substrate and then sand on top?
