The quietest air pump is one mounted in another room with airline running into the room the tank is in. My large air pump that runs a skimmer is mounted in the loft and the airline comes down into the bedroom, as a result I can't heear it at all.
That's the way to do it.
A strong pump will make some racket, I know plenty of folks that stick it in a closet or the crawlspace. The downside is an airpump powerful enough to push the air that distance and still be effective.
Larger tubing, less air resistance. I use 3/4" pvc around the perimeter of my fishroom, one large pump. If you use too small of tubing the air resistance will shorten the pump life.
