Question About The Color In My Betas Fins

No it is not fuzzy, fluffy and does not have any redness. I will be doing frequent water changes as suggested. None of the other fish are being affected at all. As for my water temperature, as of this week since the hot spell it has risen slowly from 76-82. Thank you everybody for the responses and suggestions. Also, is there a way I can upload a short video? It would be easier to see what his fins look like.
 
im pretty sure then, that that is just what his tail is supposed to look like. some color varieties have different colors edging thier fins. i think your betta's tail is just "filling in"....thats what a nice home and good food can do for them. but keep an eye on the spot(s) and if his tail starts to deteriorate or get any SHORTER or if he stops eating or hides more than usual, THEN it's time to start worrying. hes so handsome!!!
 
I'm tempted to say new growth as well. I had a betta whose fins had been nipped at (I was an idiot and put tiger barbs in a tank with a betta and angelfish. Stupid stupid stupid) and he also had a white/clear growth at the ends of his fins that I thought was fungus, but ended up going away on its own.
