Problems With Bubblers

So I have had bubblers on either side of my tank for over 6 months now and I have cleaned them and done all the proper care on them. About two weeks ago I noticed one of them, at the top where it goes through carbon attachment, is only half full. Since it is attached to an underground filter as always there is sometimes stuff floating around in there. This was kinda a good thing because it helped me notice that the current is not flowing properly. The floating stuff would go up and then back down some. Does this mean I need to check my underground filter or something else.

Help would be much appreciated.

I might be clogged from too much detritus.  I'd recommend a very thorough gravel cleaning.  VERY thorough.
