Ph Level Low

depends on what you have in your tank, some fish like a low PH but I always try to keep mine at 7.0-7.5

The ph of my tap water is 6.4, mine naturally got up to 7.6. if it does not then they make this stuff called Ph up, Ph Down, and neutral Ph which keeps it at 7.0. How old is your tank?

There are many ways to raise the Ph, but it is very hard to keep stable that way and can cause you more trouble than anything else.
Did the Ph drop, as if that's the case you should search for cause, rather than curing the symptoms.
If not, then you might get better help buy posting the type of fish you intend to keep.

The tank is about three months old. Fish:

2 Dwarf G
2 Honey G (there is some debate about if they are correctly named but they are small)
3 Neon T
1 Betta
6 Zebra D
3 Male Guppies

Tests show that the ph level in my community 64l tank are low at 6.5. How should I increase it in the safest way. All advice gratefully received.

it does depend what you have in there that is causing the low pH. Do you have bogwood or anything like that ? Is your tapwater low to start ? (most is neutral or above to be honest). Do you need to increase it (as already stated, some fish prefer it). If you want some types of stone will increase the pH, as will coral sand (used in marine tanks, but I used to put some in my filter. It is quite good as a bacterial filter and also increased the pH. Don't overdo it though. Add it little by little. Also, some gravel types will naturally increase and buffer the pH. There are a ton of options but they all kind of depend on the other factors I mentioned.
