is 7.8 too higher ph for harlequin raspoara's?

I think it should be fine. Just make sure the tank is cycled, not overstocked, and the right tempeture and you should be good to go!

If you're buying them locally and they were kept in the same water then they should already be acclimated and will be fine in your tank.
