One of my otos doesn't swim with the others and when he rests he has fast gill movement. They are new to the tank and honestly they didn't look very good in the shop and I noticed one wasn't as lively as the others in the bag.
 
How long have you had the fish for?
If they are very recent new additions to your tank it may be stress.
Could be lack of oxygen maybe if they are struggling to breath, do you have an airstone or any surface agitation in the tank?
 
At first I want to mention a standard rule for buying new fish, never buy fish that do not look healthy.

Secondly, I don't think it is a shortage of Oxigen. If it where, you would expect that other fish would also have the same behaviour.

So this must be something different. I'm not exactly sure what it otherwhise could be. A picture of the Oto might help us in finding the answer.
 
Most Oto's are wild caught & with the stress of being caught & shipped & not eating often leads to the bacteria in their gut dying so even when they do start eating they have a hard time digesting their food & can die of starvation, that could be why yours is having a hard time & may not make it.
 
I have loads of plants, an air stone and strong filter so the water surface moves a lot so shouldn't be oxygen deficiency. There didn't seem to be much 'natural algae' in the shop's tank and when I brought them home I had previously made sure that I didn't scrape the algae off of the front of the tank so they would have food, and they cleared all the algae off the tank's surfaces within a couple days! And there are only three of them! I'll put another algae wafer in but I can't get the live bearers to stop eating them! I also just tested the water (with a test strip, so don't know how accurate it was!) and it was showing a bit of ammonia :S I'm not sure why though, as the tank should be cycled by now, although it is due another water change.
 
They are used a lot to get otos used to food. Almost all otos will eat from those stones.
