Can you put oscars in a 4ft tank or is this too small, no other fish in there just want to accomadate one

A juvenile one? You could grow him on in one for a year but would eventually appreciate a larger tank.

4 by 2 by 2, he's fully grown I think around 30cm my local lfs doesn't want him anymore and asked if I wanted him

Medium sized barbs? Oddessas are quite fast, Buenos Aires Tetras - quite a few of the smaller Silver Dollar species would work, though you rarely see them around :/ - quite a few people use Swordtails as dithers for larger cichlids so could work. Headstanders might work out - I know Matt has one in with Keith but thats a bigger tank.

For catfish, people have success with Doras and Plecs, sometimes Pim Pictus work out others get eaten but P.Ornatus would be big enough to be safe I think.

Thing is with Oscars is there are more mistakes made because they are more common than most other cichlids Ive never had them but I see little reason to treat them any different to any other foot long S/AM or C/AM as they are not that different in a wet pet setting.
