Sounds like a serious bacterial infection that is messing with his swim bladder ( ).....

Keep him hospitalised!

Get a decent anti-bac. Try looking for one containing phenoxyethanol.

Don't risk infecting the other tank and therefore making yourself liable for the deaths of even more fish. You can aerate the water with your hand, reduce toxins (like a filter does) with water changes and depending where you live room temp will probably be fine, although obviously the set up is not ideal.
