Yes, looks like you're getting plenty of surface movement.
I don't know whether the albino/light color variations of the black tetras would be nippy with a betta. I recall black tetras (name shifted to black skirt tetra at some point) could be quite nippy, but I often had them in too small a grouping (just like you do, they're probably a tetra that would be fully distracted by their own crew at about 6, but I'll leave it for perhaps some members who've actually experience these tetras at both 2 or 3 and then at quantity 6 to tell us if they saw a difference or not...)
