Neons And Black Skirts

I used to love watching my 5 neon tetras wonder around in their little school. I put some Black Skirt Tetras in there and the Neons are afraid of them and go back behind my structures and I never see em. Will they ever get along. Should I add more Neons, make em feel safer.

bigger the school the better should be 6 at min

the two should get along eventually as they are both peaceful and compatible
