Neon Tetra Fin Rot?

I go to bed last night, all my neon tetra are fine, i wake up this morning and one of my neon tetra look like this. i did it with Microsoft Paint, but it should give you an idea of what it looks like. on the fish it looks like dead skin about to fall off like its shedding... what is it and is there anything i can do?

my mom said its because its stressed.. she said their colors fade when their stressed so i raised the tempatuer slightly and added stress coat to the tank...

ive never heard of that before but when neons get stressed all of there colour seems to fade not just patches. actual thinking about it one of my tetras got a fungus that started like that.

how long have u had the tank..

water stats..

imo neons r hard to treat because they r realy weak and easy to kill

ive had the tank for over 2 years...

ive only had the Neons for 3 days tho...

were they ok when you saw them in the shop...
i had some that got nasty finrot n they couldnt b cured

i dont have tests for other water parameters...

and yea, the fish looked perfect in the shop.

the behavior of the fish that has the spot hasnt changed at all... it is still schooling with the others, swimming aronud fine..
