yh i use declorinator and no i use fish tank water that i take out of the tank.

Well then, just increase your water changes and substrate cleaning sessions to once weekly, cut down feeding the fish a tad and the amount of time the tank lights are left on a day and that annoying algae bloom will be gone in no time .
