I assume you mean they are "bright enough to blind you when you turn them on".

Fish do not need light to survive.

Plants will grow if their requirements are met. If you have genuine aquatic plants, in water of suitable chemistry, with light of the right type and duration, with nutrients to their liking, and no external contra factors, they'll grow, if not, they'll die.

As CD says, you have not given us enough information to even begin to help really.

Hate too be so technical but after insulting this memeber I believe you mean most fish don't need light too survive .... With no light I would imagine MANY fish species would die I know I am being too specific but no light would really be pitch black wtch very few humans will ever experiance do too the fact even when it is pitch black there are still light rays that can be harvested 99.9999999999% of the time .........
