Well "he" is most definitely a she. You can tell the female by her round shaped tail. Males tails have a more wedge shape. Females do stay a lot smaller than males
Edit; sorry not wedge shaped. I'm thinking of A. cacatuoides. Female A.agassizi tails are rounded, males are more tapered, pointed, like the flame of a candle
 
I've only had the red tail and was not sure, but the male's tail was yes flame shaped with color.

I did not address the gender, because the question was about feeding her, and I was not certain. Nevertheless the female appistos I have and have had, had more color usually and seldom are so pale. So it seemed best to address the health of the fish.
 
I struggled to get my apisto's to feed well when i first got them, there's even a thread of mine from about a year ago now. Try Tetra Prima granules, they worked a treat for me, and now make up the staple feed for all my fish. I have a large male apistogramma caciatuoids which you can see in my avatar.

Thanks for the information everyone. I'll buy a few different pellet mixes and see how I get on. If (when) all all goes well I might have a good excuse to try introduce a male.
