Metal Wrap Around Stem Plants, Safe?

I just bought some [background=rgb(235, 244, 251)]Cabomba as well as Hornwort and they have bendable metal wraps around their stems. Is this safe for my aquarium? I'm having problems keeping the [/background][background=rgb(235, 244, 251)]Cabomba in the sand I haven't tried the hornwort yet[/background]
 
Personally I have always removed this lead, lead generally is not soluble in water but it is not advisable to handle lead any great amount.
For plants like Cabomba I use a small rock to anchor the clump in place until the plant sets its own roots into the substrate.
