will the sponges the plants came in which have been siting in the tank for a month and a bit be ok instead of mature filter media in a small new tank for stabalising the tank and making it ok for fish
 
I wouldn't think they'd be nearly as good as media that's been in a filter because the bacteria like the steady flow of oxygen and food in a filter situation. But if you didn't have media from a filter, that idea sure sounds better than a lot of other things you might find in a tank. There would definately be some biofilm I would think since the bacteria are not picky about at least trying to grow on everything...

It may help in establishing the bacteria colony, but i definitely wouldn't assume it would be safe for fish.

well its 6 galon I added two of them
 
Like mentioned above, the bacteria don't thrive unless they have a constant flow of water over them. Although they can exist on the gravel and other surfaces in the tank, their numbers will be far lower than those in the filter sponges.
