Lethargic Dwarf Gourami

i have a male dwarf gourami. all he does is lie at the bottom of the tank on his side, occasionally going up for air. i have had him for a few months and there are no blotches on his skin so i don't think it is a bacterial infection. there are same faint dark veins showing around his back fin. he doesn't often eat. the other fish in the tank are fine. there is part of his fin missing - i think this happened after his lethargy kicked in so another fish may have attacked him whilst lieing on the floor.

does it sound to you like the fish is dieing?

also, does it sound to you like the fish is suffering unnecessarily?
