Is This Tank Healthy?

I know it's only a picture but can you please take a good look ant let know if it appears to be healthy.

It looks like there's too much of that purple/red algae taking everything over, or is that just the color of the rock he chose?

Thats whats called Corralline algae. It could have grown, but it could also just have been there when he bought the rock. The sand looks "un-seeded". So it made me wonder how long the tank had been set up, normally after a few weeks to months the sand is filled with detritus, microalgae, and other microfauna, giving it a discolored appearance.
