You have to go into Admin CP, then New Category (on the left side bar) create a heading for the category (like the Tropical Fish, Aquarium Forums... on here)
From there you create a New Forum within the Category. Make sure at the very bottom once you have giving the thread its name, you click the 4 colums in the Permission Access levels. If you dont then you wont be able 'read' the messages 'reply' to the message 'start' a new message or 'upload' images. I had a ton of empty threads that I couldnt do a thing in.
