Hi I have got a 102L tank with 4 Gowlight Tetras, 4 Red eye Tetras, 2 Gold Rams,  2 penguin Tetra and 1 guppy  I am going to get 4 more guppy as the others sadly died.  I am wanting to introduce more fish and a frog can someone tell me if i would need an above water platform for a frog or not. And what other types of fish that are reasonably bigger than the one that I have know that I could get.

ADF - African Dwarf Frogs will be fine get a set of 4 for them to be happy. They require no platforms.
 
Do be aware that frogs have very poor eyesight (relying on taste/smell to find food) and can easily be outcompeted for food by the fish.

Some people have found they need to hand feed the frogs, or even remove them from the tank for feeding.
 
I would not introduce frogs I'm afraid African dwarf frogs are to small and have bad eyesight to catch food, on the other hand there are African clawed frogs that grow to large and will eat your fish.
Instead I would up all your tetras schools to 6+
