Indoor Fish Pond

Since you are going to use it mainly as a display, not as a breeder might, you will want to go with fish that are large enough to observe from above. Many of the fish we work with would be completely lost in a pool viewed only from above. For your situation, I would suggest a stocking of a few "comet" goldfish. That is the kind they give away at a carnival or sell at a shop dirt cheap. A comet will easily grow to well over a foot long in a year and will be readily observed from above. Another benefit of goldfish is that you need not heat the pond, ever. You will want to introduce only tiny fish into the pond and let the filter mature as the fish grow larger. Since 6 or 8 tiny comet goldfish will not affect the water quality much, you can let the filter mature while the fish grow larger.
 
If you were standing on the bar to take the first picture, that says people will likely be getting drunk in this room yar? So what happens when the inevitable happens, and a foot goes in, or worse, a whole person?

Perspex on top maybe?

That is actually exactly what I was thinking after I found out it is too shallow for koi. I think I might build a littlemountain type thingy in the middle so I can add newts or salamanders...I have looked at the comet goldfish and they seem to get very similar colors, so I think that's the best route to go.

I'm not sure what perspex is but this was one of the first problems I considered and therefore will but putting those rope stand things up to keep people about a foot or so from the edges (we already have the ropes/poles at the house) and then some plexiglass or clear acrylic for the inside edges. to protect from things being dropped/poured into it.
